What do you call a 'victory' that spells disaster?

So let’s see if we’ve got this straight:

• The Washington Supreme Court says the state isn’t doing enough to support public education. It slaps the Legislature with a daily six-figure fine. It’s called the McCleary decision.

• The Legislature says, “We better get this handled” (I’m paraphrasing), so it enacts legislation designed to make sure the state is putting big bucks into funding education. The legislation becomes law earlier this year.

• The courts say, more or less, OK, fine, close enough, and the matter is closed.

• The McCleary issue is now ostensibly resolved. Victory for teachers and education is declared. Sailors are kissing nurses in Times Square. OK, n...
