Request for Qualification Data to Furnish

Structural Engineering Services

The City of Goldendale is soliciting statements of qualifications and performance information from engineers and consulting/professional firms interested in providing professional services for the 2018 calendar year, pursuant to Chapter 39.80 RCW. The City anticipates requiring services for the following types of projects: 1) Bridge load rating updates, 2) Construction support services, and 3) outside funding application preparation for various agencies, including but not limited to, Community Development Block Grant, ARRA funding, Transportation Improvement Board, Department of Transportation, Transportation Enhancement Program through the Federal Surface Transportation Program, Recreation Conservation Office, Department of Ecology, Department of Health, and Public Works Board.

The following criteria will be used to evaluate firms: Amount of specialized experience in type of work required (20), availability and capacity of the firm to accomplish the work in the required time frame (20), qualifications of personnel that will actually be working on the project (20), firm’s past experience with federally funded projects (especially CDBG and USDA/RD projects) (20), geographical proximity of the firm to the project location (10), and professional reputation and references (10).

Firms desiring consideration shall submit a complete qualifications package and any other pertinent data to further assist the selection committee in evaluating the firm’s qualification to: City of Goldendale Attn. Karl Enyeart, PE, Public Works Director, 1103 South Columbus Avenue, Goldendale, WA 98620. Qualification packages should be submitted to arrive no later than 5:00 pm on November 14, 2018. The most highly rated firm(s) will be selected for negotiation of the professional service contract for one or more types of projects.

These projects may be funded or partially funded through the Washington State Community Development Block Grant Program with federal funds provided by the U.S. Department of Housing and Urban Development. As a result, cost plus percentage of construction cost contracts may not be allowed and a number of state and federal equal opportunity action requirements may apply to the selection process and conduct of the project.

Klickitat County is accepting proposals for tourism promotion services to be provided during the calendar year 2019 and funded by revenue from the County’s lodging tax. Lodging taxes available for 2019 are estimated to be $110,000. Selected proposals will be based on their emphasis and ability to create events and activities that will result in positive user impacts on lodging, restaurants and retail markets in Klickitat County.

Klickitat County Determination of Mitigated Non-Significance

Notice is hereby given that Klickitat County issued a Mitigated Determination of Non-significance (MDNS) on November 2, 2018, under SEPA Rules (Chapter 197-11 WAC) and the Klickitat County Environmental Ordinance Number 121084, as amended, for the following proposal:

SEP2018-18. Applicant: Gary Maylchewski. A Short Plat application requesting to divide approximately 11.24 acres into 2 lots. Notice of Intended Disposition

1. Notice is here given in accordance with the Native American Graves Protection and Repatriation Act (NAGPRA), 43 CFR 10.6(c), of the intent to transfer custody of Native American human remains and associated funerary objects in the control of the Portland District, U.S. Army Corps of Engineers (Corps).

A detailed assessment of the human remains and associated funerary objects was made by U.S. Army Corps of Engineers officials and the Washington State Physical Anthropologist in consultation with representatives of the Confederated Tribes and Bands of the Yakama Nation, the Confederated Tribes of the Umatilla Indian Reservation, the Confederated Tribes of the Warm Springs Reservation of Oregon, and the Nez Perce Tribe.

2. In October 25, 2018, human remains were delivered to a Columbia River Inter-Tribal Fisheries

Enforcement (CRITFE) officer. On October 31, 2018, the Department of Archaeology and Historic Preservation’s Physical Anthropologist confirmed the remains were human and non-forensic, i.e., not related to a modern criminal case. Based on evidence, these remains appear to be from archaeological site 45KL219, Klickitat County, Washington. This site is on federal lands owned and administered by the Corps.

3. Officials of the Corps have determined that, pursuant to 43 CFR 10.2(d)(1), the human remains described above represent the physical remains of one adult female individual of Native American ancestry.

4. Lastly, officials of the Corps have determined that, pursuant to 43 CFR 10.6(a), a relationship of shared group identity can be reasonably traced between the human remains and the Confederated Tribes and Bands of the Yakama Nation, the Confederated Tribes of the Umatilla Indian Reservation, the Confederated Tribes of the Warm Springs Reservation of Oregon, and the Nez Perce Tribe.

Representatives of any other Indian tribe or Native Hawaiian organization that wishes to claim ownership or control of the human remains should contact Aaron L. Dorf, Colonel, U.S. Army Corps of Engineers, 333 S.W. First Avenue, Portland, Oregon, 97204, telephone (503) 808-4500, before December 14, 2018. Disposition of the human remains and the associated funerary objects to the Confederated Tribes and Bands of the Yakama Nation, the Confederated Tribes of the Umatilla Indian Reservation, the Confederated Tribes of the Warm Springs Reservation of Oregon, and the Nez Perce Tribe may proceed after that date if no additional claimants come forward.

The Corps is responsible for notifying the Confederated Tribes and Bands of the Yakama Nation, the Confederated Tribes of the Umatilla Indian Reservation, the Confederated Tribes of the Warm Springs Reservation of Oregon, and the Nez Perce Tribe that this notice has been published.

PUBLIC NOTICE

The Centerville Cemetery District #2 Commissioners will hold a public meeting on November 14, 2018 at 6:30pm in the Centerville Grange, 2288 Centerville Hwy, Centerville, WA. The purpose of said meeting is to consider the 2019 Budget and Levy. The public is welcome to attend and participate.
