TO FILE APPLICATION FOR NEW LICENSE, PRE-APPLICATION DOCUMENT, AND REQUEST TO USE TRADITIONAL LICENSING PROCESS

FFP Project 101, LLC (Applicant) filed with the Federal Energy Regulatory Commission: a notice of intent to file an application for a new major license; a Pre-Application Document (PAD); and a request to use the traditional licensing process (TLP) for the Goldendale Energy Storage Project (FERC No. 14861) (Project). The Project is located on the Columbia River, approximately 5.8 miles southeast of Goldendale and 4.6 miles east of Maryville in Klickitat County, Washington. Additionally, a transmission line would be installed on existing power poles in Sherman County, Oregon and connect with the John Day substation.

The PAD is a compilation of existing information about the Project and potentially affected resources. The PAD is available for inspection at both the Goldendale Fort Vancouver Regional Library, 131 West Burgen Street, Goldendale, WA 98620 and Wasco Library, 903 Barnett St, Wasco, OR 97065. Copies and reproduction can be arranged by contacting Erik Steimle, Project Manager at (503) 998-0230.

The applicant has continued to make a good faith effort to reach out to numerous state agencies and interested stakeholders to obtain existing resource information as well as understand potential impacts associated with the project. Based on these efforts, as well as other facts and circumstances, the Applicant believes that the default Integrated Licensing Process (ILP) would not serve the stakeholders’ best interests and that the TLP would instead be a more appropriate, cost-effective and efficient method for proceeding. The Applicant plans to collaboratively work with the agencies and stakeholders to develop appropriate study scopes to analyze identified issues. The Applicant is committed to conducting necessary studies in order to effectively evaluate the issues and anticipates no significant disputes over studies.

The PAD contains a significant amount of information for environmental resources in the vicinity of the Project. Given the small area of the Project boundary, the limited number of anticipated issues, and the low level of controversy, the Applicant believes the TLP is the most efficient and cost-effective process for this relicensing.

Comments on use of the TLP and requests for additional scientific studies are due to the Commission and the Applicant no later than February 28, 2019, and must reference the Goldendale Energy Storage Project, No. 14861—and the Applicant’s name and the address provided above. Any comments on use of the TLP should address: (1) likelihood of timely license issuance; (2) complexity of the resource issues; (3) level of anticipated controversy; (4) relative cost of the TLP compared to the Integrated Licensing Process; (5) the amount of available information and potential for significant disputes over studies; and (6) other pertinent factors. Respondents must submit an electronic filing pursuant to 18 C.F.R. § 385.2003(c) or paper copy of their comments to the Secretary, FERC, 888 First Street, NE, Washington, DC 20426.

The Federal Energy Regulatory Commission will publish subsequent notices for public participation if the PAD is found acceptable for filing.

NOTICE OF REQUEST FOR PROPOSALS

TO USE Klickitat County HISTORICAL PRESERVATION FUNDS

The Klickitat County Board of Commissioners has discretionary funds, generated by recording fees, which are intended to promote historical preservation or historical programs, which may include preservation of historic documents. Klickitat County is currently seeking proposals for projects to use these funds. The total amount to be awarded in 2019 is $5,000.

Projects may be to acquire or preserve local historic buildings, artifacts or documents; to develop and present local historical programs or events; or to perform research into local history. Applicants must be non-profit or governmental entities which perform educational, interpretive, or preservative activities within the boundaries of Klickitat County which promotes or preserves the County’s local history.

The Broadband Planning Committee (BPC) will hold a meeting on February 25, 2019 from 5:00-6:30 p.m. The BPC’s purpose is to gather stakeholder input on the best way to expand and improve internet service in Goldendale. A public open house will follow from 7:00-9:00 p.m. Both meetings will be held at City Hall. Interested parties are invited to attend one or both meetings to share their vision for how broadband services can benefit the community.

NOTICE OF PUBLIC HEARING

NOTICE IS HEREBY GIVEN that the Klickitat County Planning Commission will hold a public hearing on February 19, 2019 at 7:00 p.m. in the Klickitat County Courthouse, Commissioners Meeting Room, 205 S Columbus, Goldendale, WA.

THE PURPOSE of said hearing is to hear all interested parties who wish to testify for or against the following proposal:

Subdivision SUB-2018-02. Applicant: Husum Ranch LLC. The applicant proposes to divide a 21.15 acre parcel into 50 lots over two phases on tax parcel 04-10-3617-1002/00. Phase 1 will contain 29 lots and phase 2 will contain the remaining 21 lots. Each lot will utilize the Fordyce Water System and will utilize Orenco System AdvanTex Treatment systems connected to community drainfield for sewage disposal. Access will be taken from Fairway Drive and Husum Hills Drive, both existing roadways connecting to State Route 141.

The Planning Commission may make recommendation to the Board of County Commissioners to approve, deny, approve with conditions, table, or continue the matter to a set time and place.
