The Klickitat County Board of Commissioners will be holding an evening meeting on Tuesday, March 12, 2019 beginning at the hour of 6:00 PM at which time Klickitat County residents may comment on I-1639, the Second Amendment of the United States Constitution, or Article I, Section 24 of the Washington State Constitution.

This meeting will be held at the Pioneer Center located at 501 NE Washington Street, White Salmon, WA.

NOTICE IS HEREBY GIVEN that the Klickitat County Noxious Weed Control Board will hold a public hearing on Monday, March 11, 2019 at 2:30 at the Goldendale Fire Hall meeting room, located at 225 W. Court St., Goldendale, WA. THE PURPOSE of said hearing is to consider public comments regarding the 2019 Klickitat County Noxious Weed List. RCW 17.10.190 holds landowners responsible for controlling noxious weeds on their property.

Notice to Contractors

Sealed bids for the 2019 Annual Striping Program, RN 642-19 will be received by the Board of County Commissioners at the reception desk located in the Klickitat County Public Works Department, 115 South Golden, Goldendale Washington. Mailing address 228 W. Main MS-Ch-19, Goldendale Washington 98620 until 1:15 p.m. on March 19, 2019 for performing the work described below. Sealed bids received will be opened at the Commissioner’s Chambers and publicly read aloud on Tuesday, March 19, 2019 at 1:30 p.m. or shortly thereafter. Bids received after 1:15 p.m. March 19, 2019 will not be considered. The County reserves the right to reject any and all bids, and to waive informalities that are not, in the opinion of the County Commissioners, material.

Bid envelopes shall be appropriately marked on the outside “Bid opening 1:30 p.m. March 19, 2019, 2019 Annual Striping Program, RN 642-19”.

This Contract provides for the improvement of 2019 Annual Striping Program: The work to be performed under these specifications includes but not limited to, the installation of yellow skip, no-pass, white edge pavement markings, removal of plastic crosswalk line and installation of plastic crosswalk line. Paint lines shall be applied with paint that complies with the Specifications for low VOC solvent based paint and plastic crosswalk line shall be Type A. Phase 1 is to be completed early summer 2019 consists of restriping all lane lines, striping some newly paved or seal coated surfaces, removing plastic crosswalk line from sidewalks throughout the County and installing new plastic crosswalk line on those sidewalks. Phase 2 consists of striping the remaining newly paved or seal coated surfaces and striping areas that were not previously striped or areas that have been determined to need another coat of paint, and other work, all in accordance with the attached Contract Plans, these Contract Provisions, and the Standard Specifications. The improvements are located throughout Klickitat County.

Bid proposals shall be accompanied by a bid proposal deposit in cash, certified check, cashier’s check or surety bond in the amount equal to five percent (5%) of the amount in the bid proposal. Should the successful bidder fail to enter into such contract and furnish satisfactory performance bond within the time stated in the specifications, the bid proposal deposit shall be forfeited to Klickitat County.

Approximate project cost is estimated to be between $350,000 and $600,000.

The Klickitat County Public Works Dept. in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, subtitle A, Office of the Secretary, Part 21, nondiscrimination in federally assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 26 will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color or national origin, or sex in consideration for an award.

Klickitat County Determination of Mitigated Non-Significance

Notice is hereby given that Klickitat County issued a Mitigated Determination of Non-significance (MDNS) on, March 4, 2019, under SEPA Rules (Chapter 197-11 WAC) and the Klickitat County Environmental Ordinance Number 121084, as amended, for the following proposal:

SEP2019-06. Applicant: Yakama Nation Housing Authority. Wishxum Village Subdivision is a two-phased development consisting of 68 lots from 45.89 acres. Phase 1 will contain 42 lots and phase 2 will contain the remaining 26 lots. The proposed subdivision is located on a portion of TL 112 by AF #1127614; 33-2-13 and TL 112 Less portion by AF #1127614, plat and RW; 33 & 34-2-13 located in Sections 33 & 34, T2N, R13E, W.M., Klickitat County, WA (Dallesport vicinity) on tax parcels 02-13-3400-0007/00 and 02-13-3300-0001/00.

After review of the completed environmental checklist and other information on file the Klickitat County Responsible Official has determined that these proposals will not have probable significant adverse impacts on the environment. Copies of the MDNS are available at the Klickitat County Planning Department during normal business hours. Comments or appeals on the above environmental review will be accepted until 5:00 pm March 22, 2019. Appeals must be filed with the Klickitat County Auditor’s office. Appeals shall not be deemed complete without payment of the applicable appeal fees to Class C projects, payable to Klickitat County Planning Department.

PUBLIC MEETING ON BROADBAND PLANNING

HAS BEEN RESCHEDULED FOR

TUESDAY, MARCH 12, 2019

The Broadband Planning Committee (BPC) will hold a meeting on Tuesday, March 12, 2019 from 5:00-6:30 p.m. The BPC’s purpose is to gather stakeholder input on the best way to expand and improve internet service in Goldendale. A public open house will follow from 7:00-9:00 p.m. Both meetings will be held at City Hall. Interested parties are invited to attend one or both meetings to share their vision for how broadband services can benefit the community.
