New Hospital Addition

GC/CM RFQ Proposal –Advertisement as follows:

Klickitat County Hospital District #1 dba Klickitat Valley Health [KVH] requests General Contractor/Construction Manager [GC/CM] Qualifications and Proposals for a new Hospital addition to be built located in Goldendale, WA.

In accordance with Chapter 39.10 RCW, KVH intends to award a contract utilizing the GC/CM alternate construction procurement process. The District has received specific project approval from the Washington State CPARB PRC to utilize the GC/CM project alternative contract delivery method.

The project scope includes a new two-story 24,000 SF hospital building addition to be constructed on the existing hospital campus in Goldendale, WA. The estimated construction cost budget for this project is approximately $15,000,000 and is currently finalizing the programming stage. The building will include services for acute patient care, surgery, dietary and education/conference areas.

The GC/CM for the project will provide Preconstruction Services, bringing specific experience and expertise that will assist in decision making, cost estimating, constructability review, budget and schedule control and sequencing of site logistics. The District intends that the GC/CM will be selected by July 2019 and will provide Preconstruction Services through the project design phases and serve as general contractor providing construction services and construction management to implement and deliver the Project. Project construction is scheduled to begin in January 2021 with 14 months of duration to completion.

KVH will undertake a three step process in the selection of the GC/CM firm. The RFQ document will be released to firms upon written request no later than May 6, 2019. A mandatory preproposal conference will be held at KVH on May 9, 2019 at 1 PM in the KVH hospital Board Room in Goldendale. RFQ Proposals will be due to KVH on May 23, 2019 at 3 PM.

Upon conclusion of the KVH Committee review of the RFQ Proposals a qualified list of firms will invited for interview. Based upon the interview evaluations a shortlist of firms will be invited to submit a final fee proposal.

PUBLIC HEARING NOTICE

NOTICE IS HEREBY GIVEN that a public hearing will be held by the Klickitat County Board of Commissioners in the Commissioners Chambers, Klickitat County Courthouse, 205 S. Columbus, Goldendale, Washington, on Tuesday, April 30, 2019 at 1:30 p.m.

The purpose of the public hearing is to review community development and housing needs, inform citizens of the availability of funds and eligible uses of the state Community Development Block Grant (CDBG), and receive comments on proposed activities, including proposed Senior Services Facility, particularly from lower income persons.

Up to $750,000 may be available to the County on a statewide competitive basis to fund public facility, community facility, Economic Development, planning and affordable housing projects that principally benefit low- and moderate-income persons.

An outline of the proposed Senior Services Facility project will be available for review at the Natural Resources and Economic Development offices, Annex 5, 127 W. Court St., Goldendale, Washington, 8 a.m., Friday, May 10, 2019. Comments may also be submitted in writing to Klickitat County not later than Friday, May 24, 2019.

The Klickitat County Fair Board is accepting bids for box seats in the grandstands for the 2019 Fair & Rodeo. Each box will be furnished with six (6) chairs and require a minimum bid of $75.00. Klickitat County Determination of Mitigated Non-Significance

Notice is hereby given that Klickitat County issued a Mitigated Determination of Non-significance (MDNS) on April 19, 2019 under SEPA Rules (Chapter 197-11 WAC) and the Klickitat County Environmental Ordinance Number 121084, as amended, for the following proposals:

SEPA2019-11. Applicant: Bill Baxter. A Short Plat application requesting to subdivide approximately 10.04 acres into three lots. The proposed short plat is located on Lot 3 of SP 2006-01 in the NE ¼ of the SW ¼ of Section 9, T4N, R9E, W.M., Klickitat County, WA (Goldendale vicinity) on tax parcel 04-16-0952-0003/00.

SEPA2019-14. Applicants: Chad & Emily Aman. A Short Plat application requesting to subdivide approximately 6.14 acres into two lots. The proposed short plat is located on Lot 1 of SP 2003-24 in the SW ¼ of the NE ¼ and the SE ¼ of the NE ¼ of Section 2, T4N, R10E, W.M., Klickitat County, WA (BZ Corner vicinity) on tax parcel 04-10-0259-0001/00.

After review of the completed environmental checklists and other information on file the Klickitat County Responsible Official has determined that these proposals will not have probable significant adverse impacts on the environment. Copies of the MDNS are available at the Klickitat County Planning Department during normal business hours. Comments or appeals on the above environmental reviews will be accepted until 5:00 pm May 10, 2019. Appeals must be filed with the Klickitat County Auditor’s office. Appeals shall not be deemed complete without payment of the applicable appeal fees, payable to Klickitat County Planning Department.

The proposed project, Mountain View Estates Subdivision, is located north and east of the intersection of Central Boulevard and Third Avenue in Dallesport, Klickitat County, Washington.

This project involves 8.60 acres of soil disturbance for residential subdivision related construction activities including roadways, site grading and utility installation.

All discharge and runoff goes to ground water through on-site infiltration.

Any persons desiring to present their views to the Washington State Department of Ecology regarding this Application, or interested in Ecology’s action on this Application, may notify Ecology in writing no later than 30 days of the last date of publication of this notice.
