A lawsuit has been started against you in the above-entitled Court by MADISON REVOLVING TRUST 2017, Plaintiff. Plaintiff's claim is stated in the written Complaint, a copy of which is on file at the Klickitat County Courthouse. You must “appear” in this case or the other side will win automatically. To “appear” you must file with the court a legal paper called a “motion” or “answer.” The “motion” or “answer” must be given to the court clerk or administrator within 30 days along with the required filing fee. It must be in proper form and have proof of service on the plaintiff’s attorney or, if the plaintiff does not have an attorney, proof of service on the plaintiff.


The object of the complaint is to foreclose a deed of trust dated June 10, 2005 and recorded as Instrument No. 1054481 given by Kenneth L. Akins and Cynthia Akins, Husband and Wife on property commonly known as 461 Horseshoe Bend Road, Goldendale, WA 98620 and legally described as:

That portion of the Southeast quarter of Section 27, Township 4 North, Range 15 East, of the Willamette Meridian, in the County of Klickitat and State of Washington, described as follows:

Beginning at the Southeast corner of said Section 27; thence North 30 feet to the North boundary of the County Road No. 2214; thence West along said North boundary a distance of 1,322.12 feet to the true point of beginning; thence North 0 degrees 14' 11" West a distance of 1,050 feet; thence North 89 degrees 58' 18" East a distance of 605 feet; thence South 0 degrees 14' 11" East a distance of 1,050 feet to the North boundary of the County Road No. 2214; thence West along said North boundary a distance of 605 feet to the true point of beginning.

The complaint seeks to foreclose and terminate all interest of Unknown Heirs and Devisees of Loren Davenport and all other interests in the property.

The “motion” or “answer” (or “reply”) must be given to the court clerk or administrator within 30 days of the date of first publication specified herein along with the required filing fee. The date of first publication of the summons is May 6, 2019.

Notice of Road Closures for June 1-2, 2019 Running of Oregon Trail Rally Event

The weekend of June 1-2, 2019 will see the running of the 2019 edition of the Oregon Trail car rally event in Wasco and Klickitat Counties. Various roads along the route of the rally will be temporarily closed to public access and traffic control signage will be in place. These closures do not plan to exceed 2-3 hours per occurrence.


On Saturday, June 1st, roads in the Klickitat County area surrounding Goldendale that will be affected include upper Rock Creek (north of the Long House site), Oak Flat, Dalles Mountain, and Uecker roads. Other county roads traveled, but not closed include Bickleton, Centerville, Hoctor, Roosevelt Avenue, and Simcoe Drive.

On Sunday, June 2nd, roads in the northern Wasco County area surrounding Dufur that will be affected include, Endersby Cutoff, Fax, Mason, Hastings Ridge, Steuber, and Adkisson roads. Other Wasco county roads traveled by the rally, but not closed include Emerson Loop, Ward, Wrentham Market, Boyd Market, Eightmile, Dufur Valley, Heimrich, NE 1st, and Main Street in Dufur.

Activities start onto the roadways at 10am each day, and will conclude by about 6pm each day.

The Oregon Rally Group wishes to thank the communities of Goldendale and Dufur, along with the ranchers and residents along the route, for their generous support of the rally.

Burn Ban

The burn ban for all areas protected by Klickitat County Rural 7 Fire and Rescue will go into effect midnight, May 31, 2019 by Resolution 20190508 of the Board of Fire commissioners. The Resolution was signed on May 8, 2019. The ban prohibits all outdoor burning. All burn permits that have been issued will be suspended during the ban until the burn season resumes in the fall. Klickitat County Mitigated Determination of Non-Significance

Notice is hereby given that Klickitat County issued a Mitigated Determination of Non-significance (MDNS) on May 21, 2019 under SEPA Rules (Chapter 197-11 WAC) and the Klickitat County Environmental Ordinance Number 121084, as amended, for the following proposals:

SEPA2019-13. Applicant: Renee Cote-Kreinbring. A Short Plat application requesting to subdivide approximately 59.61 acres into two lots. The proposed short plat is located on Lot 2 SP 2006-27 located in the N ½ of the NE ¼ of Section 22, T3N, R14E, W.M. Klickitat County, WA (High Prairie vicinity) on tax parcel 03-14-2206-2702/00.

After review of the completed environmental checklists and other information on file the Klickitat County Responsible Official has determined that this proposal will not have probable significant adverse impacts on the environment. Copies of the MDNS are available at the Klickitat County Planning Department during normal business hours. Comments or appeals on the above environmental reviews will be accepted until 5:00 pm June 14, 2019. Appeals must be filed with the Klickitat County Auditor’s office. Speed Limit Reduction - SR 142

Klickitat County Public Works is temporarily reducing the speed limit on State Route 142 from 40 mph to 25 mph, from milepost 15.80 to 16.86 near the intersection of SR 142 and Horseshoe Bend Road. The reduced speed limit will be posted with regulatory speed limit signs. This reduced speed limit will be in effect beginning Monday June 10, 2019, and will continue through the duration of the project, which is estimated to end October 1, 2019. This speed reduction will coincide with lane closures and enhance the safety of public and workers while the Wahkiacus Bridge is repaired.

Klickitat County Citizen’s Review Committee Meeting Schedule

June 6, 2019 – July 18, 2019

The Klickitat County Citizen’s Review Committee (CRC) will support salmonid recovery by identifying credible and fundable habitat protection and enhancement projects. This process will support related programs and activities that produce sustainable and measurable benefits for fish and fish habitat. Therefore the CRC meets during the spring and summer months, with their regularly scheduled meeting times on the first Thursday of each month, unless otherwise noted. This year’s meeting dates are as follows:

These meetings are open to the residents of Klickitat County. Meetings will be held in the High Prairie Community Center, unless otherwise noted, starting at 7:00 P.M.

BEFORE THE BOARD OF COUNTY COMMISSIONERS

IN THE MATTER OF TEMPORARY CLOSURE OF HORSESHOE BEND ROAD

COUNTY ROAD NUMBER 22140

WHEREAS, the Board of County Commissioners, meeting in regular session, and having before it the need to consider revising Resolution Number 05419; and

WHEREAS, RCW 47.48 authorizes road closures when continued use will be dangerous to traffic; and

WHEREAS, Klickitat County has the need to close Horseshoe Bend Road from Mile Post 0.00 to Mile Post 0.14 for a County Project to repair the Wahkiacus Horseshoe Bend Bridge; and

WHEREAS, The Contractor was originally scheduled to start the closure May 28, 2019, unforeseen circumstances has delayed their scheduled start. The project is now scheduled to take place from June 10, 2019 through October 01, 2019; and

WHEREAS, Klickitat County Public Works has notified all the local emergency responders of the closure and have planned alternative routes in case of an emergency; and

WHEREAS, Klickitat County Public Works has notified all residents, delivery and garbage services and have arranged alternative solutions to ensure these services are maintained.

NOW, THEREFORE, BE IT RESOLVED, that Horseshoe Bend Road from Mile Post 0.00 to Mile Post 0.14 be closed from June 10, 2019 through October 1, 2019 to complete the Wahkiacus Horseshoe Bend Bridge Project.

The Goldendale School District # 404 is soliciting application for its Small Works Roster from qualified contractors under the auspices of RCW 39.04.155. Small Works projects are defined by statute as those projects with an estimated cost of less than $300,000.

The District’s Small Works Roster has the following categories: General Contractors; Mechanical Contractors, Electrical Contractors;

The District is also soliciting bids for full service fuel and oil. Would need to be able to provide state-wide fuel services. Quote would need to be rack rate plus profit margin.

ORDINANCE NO. 1495

On May 20, 2019 the City Council of the City of Goldendale, Washington passed Ordinance No. 1495. A summary of the content of said ordinance provides as follows:

AN ORDINANCE ALLOWING DRIVERS 21 YEARS AND OLDER TO OPERATE WHEELED ALL-TERRAIN VEHICLES ON CITY STREETS WITH A SPEED LIMIT OF 35 MILES PER HOUR OR LESS BY ENACTING CHAPTER 10.60 OF THE City of Goldendale MUNICIPAL CODE.

INVITATION FOR BIDS

NOTICE TO BIDDERS: Sealed bids will be received by the City of Goldendale, at City Hall, 1103 S. Columbus, Goldendale, WA 98620 until 2:00 pm, June 19, 2019, at which time bids will be publicly opened. Bids received after this time cannot be considered.

The City of Goldendale is an equal opportunity and affirmative action employer. Small, minority- and women-owned businesses are encouraged to submit bids. All work performed on the project will be subject to prevailing state wage rates. This project is funded by a grant implemented through the Washington State Transportation Improvement Board (TIB).

DESCRIPTION OF WORK:

2,544 square yards of 2” asphalt milling, 750 tons of asphalt, and 1745 linear feet of double painted lines.

Bidding documents for the project are prepared by Pioneer Surveying and Engineering, Inc.

BIDDING DOCUMENTS:

Free-of-charge access to project bid documents (plans, specifications, addenda, and Bidders List) is provided to Prime Bidders, Subcontractors, and Vendors by going to http://www.bxwa.com and clicking on "Posted Projects", "Public Works", and "City of Goldendale". This online plan room provides Bidders with fully usable online documents with the ability to: download, view, print, order full/partial plan sets from numerous reprographic sources, and a free online digitizer/take-off tool. It is recommended that Bidders “Register” in order to receive automatic e-mail notification of future addenda and to place themselves on the “Self-Registered Bidders List". Bidders that do not register will not be automatically notified of addenda and will need to periodically check the on-line plan room for addenda issued on this project. PRE-BID CONFERENCE: A one-time pre-bid conference and job site review will be held at 11:00 am June 12, 2019 at City Hall, 1103 S. Columbus, Goldendale, Washington to discuss the project and answer any questions.

BID SECURITY: A certified or bank cashier’s check in the amount of five percent (5%) of the bid amount, payable to the City of Goldendale or bid bond executed by a licensed bonding company is required with each bid.

REJECTION OF BIDS: The owner shall have the right to reject any and all bids, and in particular to reject a bid not accompanied by the required bid security or data required by the bidding documents or a bid in any way incomplete or irregular.
