They have to stop

The “Title-Only Bills” loophole that the state lawmakers are using is a complete abuse of their legislative power. It’s a disregard for the state constitution Article 2 Section 36 that states, “No bill shall be considered in either Houses unless the time of its introduction shall have been at least 10 days before the final adjournment of the legislature, unless the legislature shall otherwise direct by vote of two-thirds of all members.” There is no way that these bills would be able to muster a two-thirds vote, so they used Title-Only Bills.
