Construction Stormwater NPDES

The Columbia Gorge Regional Airport, Aryn Rasmussen, 45 Airport Way Dallesport, WA 98617-0640, is seeking coverage under the Washington State Department of Ecology’s Construction Stormwater NPDES and State Waste Discharge General Permit.

The proposed project, North Apron Rehabilitation, is located at the north aircraft parking area inside the fence of the Columbia Gorge Regional Airport in Dallesport in Klickitat County.

This project involves 4.3 acres of soil disturbance for Other (Airport) construction activities.

The receiving waterbody is Roadside Drainage.

Any persons desiring to present their views to the Washington State Department of Ecology regarding this Application, or interested in Ecology’s action on this Application, may notify Ecology in writing no later than 30 days of the last date of publication of this notice. Ecology reviews public comments and considers whether discharges from this project would cause a measurable change in receiving water quality, and, if so, whether the project is necessary and in the overriding public interest according to Tier II anti-degradation requirements under WAC 173-201A-320.

NOTICE OF AVAILABILITY OF

THE FINAL ENVIRONMENTAL IMPACT STATEMENT (FEIS) AND

ADOPTION NOTICE FOR

LUND HILL SOLAR PROJECT

EOZ2018-01 AND SEP2018-22

DATE OF ISSUANCE:

August 23, 2019

PURPOSE OF THIS NOTICE:

The purpose of this notice is to inform the public that the Final Environmental Impact Statement (FEIS) for the Lund Hill Solar Project (Project) is being released for public review.

PROPONENT:

Aurora Solar, LLC (Applicant), a wholly owned subsidiary of Avangrid Renewables, Inc.

PROJECT DESCRIPTION:

• The Project would consist of a 150-megawatt solar energy facility adjacent to several existing wind facilities (i.e., Big Horn to the north and west, Juniper Canyon to the northeast, and White Creek and Harvest Wind to the southwest). The EOZ permit application included the solar energy facility described and evaluated in this EIS, along with a battery energy storage unit that was subsequently removed from the plans.

• The Project area consists of approximately 1,871 acres of private and state lands located within a 4,513-acre “solar facility siting area” within the Energy Overlay Zone (EOZ).

• The proposed Project would consist of a solar array along with supporting facilities located within the Project area, as follows:

o Solar modules and racking system.

o Low-voltage cabling that would connect the solar strings to inverters to convert panel output from direct current to alternating current. Additional cabling would connect the inverters to transformers that would step up the voltage to 34.5 kV for the collector cable lines.

o A 34.5-kV collector cable system linking the solar inverters and transformers to each other and ultimately to the collection substation. The collector cable system would be underground as much as possible; however, it would be constructed overhead for portions where necessary to avoid sensitive environmental areas such as streams and wetlands, and to minimize ground disturbance when spanning topographical features.

o A 5-acre collector substation power transformer to step up the voltage from 34.5 kV to 230 kV for transmission.

o An overhead 230-kV interconnection from the collector substation to the existing Juniper Canyon 230-kV transmission line that delivers power to the BPA Rock Creek Substation.

o An O&M building (up to 5,000 square feet), parking, and laydown areas constructed on a 10-acre site.

o Permanent, unpaved access roads within the Project area that would provide access along the perimeter of the Project area, in between solar strings, to the collector substation, and to the O&M building.

o A Project area perimeter fence. The fencing would be up to 8 feet tall.

LOCATION OF PROPOSAL:

The Project area is located approximately 6.5 miles southwest of Bickleton, Washington. The Solar Facility Siting Area would overlap with portions of the Big Horn and Juniper Canyon wind facilities. A list of legal description of properties proposed for use in the Project is on file with Klickitat County Planning Department.

FINAL ENVIRONMENTAL IMPACT STATEMENT

The final EIS includes a number of updates and revisions made to the DEIS, including corrections and modifications to the draft EIS text in response to comments received regarding the Project and the draft EIS.

ADOPTION AND INCORPORATION OF EXISTING ENVIRONMENTAL DOCUMENT

The Klickitat County Energy Overlay FEIS (Sept. 2004) is adopted as part of this FEIS, as explained in the notice of adoption issued with this notice. The following five additional EISs on wind development projects within the County are incorporated by reference: (1) Windy Point II Wind Energy Project EIS; (2) Harvest Wind Project EIS; (3) Imrie Wind Project EIS; (4) Juniper Canyon Wind Project EIS and (5) School Section Wind Project EIS.

AVAILABILITY OF FEIS COPIES (Including EIS’s Adopted and Incorporated by Reference):

Copies can be reviewed or obtained at the Klickitat County Planning Department.

APPEAL:

Any appeals of this decision must be filed under the County SEPA ordinance’s provision for appeals of an EIS. Any appeal is therefore due no later than twenty-one days from the date of final EIS issuance. Appeals shall be in writing and filed with the County Auditor. Appeals shall state with specificity the basis for the appeal and the errors to be asserted to the Board. Appeals shall not be deemed complete without payment of the appeal fee applicable to Class C projects, payable to the Klickitat County Planning Department.

APPEAL PERIOD ENDS:

Appeal of the FEIS may be filed until September 18, 2019 at 5:00 p.m.

Election Notice for Educational Service District Board of Directors

One ESD 112 board members is up for reelection this fall. The election is to fill an expired term beginning January 2020 and ending January 2024 for District 7.

Member up for reelection is: * Ann Campbell, who represents Director District 7, which includes Camas, Gorge Districts and parts of Evergreen school districts. Campbell was elected to the ESD Board in 1995.

The incumbent plans to run for their current board seat.

NOTICE OF Klickitat County SURPLUS PROPERTY SALE

Public notice is hereby given that the Board of Commissioners of Klickitat County has declared by resolution in a public meeting the following items listed below to be surplus. The Commissioners have requested the Klickitat County Treasurer to dispose of the items. Therefore, there will be a sealed bid auction on Saturday, September 14, 2019. The surplus property may be viewed at the Klickitat County Fairgrounds in the Joan Frey Arena, located at 965 Fairgrounds Road, Goldendale, WA, on Saturday, September 14, 2019 between the hours of 9:00 A.M. to 12:00 P.M.

The sealed bids may be placed in the drop box located at the Klickitat County Fairgrounds during viewing hours or delivered in person at the Klickitat County Treasurer’s Office by 5:00PM on Friday, September 13, 2019. Bids can be mailed to the Klickitat County Treasurer’s Office at 205 S Columbus, Room 201, Goldendale WA 98620. However, the Klickitat County Treasurer’s Office must receive the bids by September 13, 2019 at 5:00 P.M. Postmarks on mailed bids will NOT count for the bidding deadline. Bid forms will be available at the Klickitat County Fairgrounds during the viewing times and also at the Klickitat County Treasurer’s Office during regular business hours.

Items will be sold in Lots and each Lot will be identified by a number. The Klickitat County Treasurer’s Office will begin to open bids in the Treasurer’s Office at 10:00 A.M. on Monday, September 16, 2019 in the presence of the Klickitat County Prosecuting Attorney, or his/her representative. At that time, all bids will be opened and the highest and best bidder will be determined. Klickitat County reserves the right to reject all bids. The highest and best bidder will be notified and given one day, 24-hours from time of notification, to present the Klickitat County Treasurer with payment of the bid amount. Cash, check, money order, certified check or electric funds transfer to the Treasurer’s bank account are the only acceptable forms of payment for the winning bids. If the highest and best bidder is unable to make payment of the bid within the 24 hour period, the next highest bidder will be notified and provided 24 hours to make payment on the bid. This process will continue until a bid is made good or until all bidders have been notified and no bids are left outstanding, or the County determines it necessary to reject all bids.

The winning bidder is required to pay an additional 7.5% sales tax for tangible items and 7.8% sales tax for vehicles in addition to the bid amount, unless the winning bidder is not a resident of the State of Washington and is able to provide proof of address in another state.
